Registration of persons who offer or transport hazardous materials
The Federal government has requirements for record keeping for people and firms who transport hazardous materials as designated under regulation ยง107.608(e). They must maintain at their principal place of business for three years from the date of issuance the following Certificates of Registration:
1) A copy of the registration statement filed with the Pipeline and Hazardous Materials Safety Administration.
2) The Certificate of Registration issued to the registrant by PHMSA.
In addition, each motor carrier subject to these requirements has to have a copy of its current certificate issued by PHMSA or another acceptable document on board each truck or truck tractor being used to transport hazardous materials. Enforcement personnel may demand to see such documents and they must be provided.
These requirements also apply to vessels carrying hazardous materials. Documents must be kept on board including a certificate of registration or another document identifying the registration number.
At any time an authorized representative or special agent of the Department of Transportation may demand the appropriate certificate of registration or other acceptable documents including all records relevant to information contained in the registration statement.
The transportation of hazardous materials is a serious endeavor. Both the regulatory agencies and carriers must consider it as such and strive to meet all regulatory requirements.
